Introduction to the International Confucian Association

The International Confucian Association (abbr. ICA) was jointly initiated by the academic societies of Confucianism in China, South Korea, Japan, the US, Germany, Singapore, Vietnam and the Chinese territories of Hong Kong and Taiwan,the ICA was officially established in Beijing on Oct.5, 1994. Registered under the Ministry of Civil Affairs in July, 1995, the ICA is an international academic institution with a legal personality based in Beijing, China.

 

As an international academic and cultural organization, the ICA is a community of Confucian societies and scholars. With the purpose of “studying and carrying forward Confucian thought in order to push for the freedom and equality of mankind and the peaceful development and lasting prosperity of the world,” the ICA strives to unite Confucian societies, scholars and professionals to boost the study, dissemination, popularization and application of Confucianism in the international community.

 

The specific work of the ICA includes: organizing international academic conferences and lectures; carrying out academic research; integrating academic information and resources; promoting the exchange of ideas and sharing experiences in the popularization of Confucianism; advancing education and faculty training in Confucianism; publishing academic works, periodicals and popular books; promoting friendly international exchanges and cooperation; raising funds for international Confucian studies; and exploring other undertakings conducive to the development of Confucianism.

 

The organization structure of the ICA consists of the standing body, the decision-making body and the advisory body. Under the standing body are the Secretariat, the Academic Board, the Publicity and Publication Committee, the Committee of Education, Dissemination and Popularization, the Fund Management Council, the Committee of International Liaison, the Council of Confucianism and Enterprise Management and the Advisory Liaison Committee. The Congress is the highest decision-making body of the ICA; as a decision-making body, the Executive Board exercises decision-making rights when the Congress is not in session. The advisory body is made up of the Honorary Chairman, the Honorary President and the advisors.

 

Previous Leadership of ICA:

The second leadership (1999-2004): Chairman:Gu Mu (Chinese mainland); Executive Vice Chairman: Gong Dafei (Chinese mainland), Yang Bo (took office in December, 2000, Chinese mainland); Honorary President: Lee Kuan Yew (Singapore); President: Tang Yu (Singapore).

 

The third leadership (2004-2009): Chairman:Ye Xuanping (Chinese mainland); Executive Vice Chairman: Yang Bo (Chinese mainland), Liu Zhongde (Chinese mainland); Honorary Chairman: Gu Mu (Chinese mainland); Honorary President: Lee Kuan Yew (Singapore); Li Huan (Taiwan); President: Tang Yu (Singapore).

 

The fourth leadership (2009-2014): Chairman:Ye Xuanping (Chinese mainland); Executive Vice Chairman: Yang Bo (Chinese mainland), Teng Wensheng (took office in July, 2009, Chinese mainland); Honorary Chairman: Gu Mu (Chinese mainland); Honorary President: Lee Kuan Yew (Singapore), Li Huan (Taiwan); President: Xu Zhengdun (South Korea).

 

The fifth leadership (2014-2019): Chairman: Teng Wensheng (Chinese mainland); President: Titarenko (Russia); Honorary Chairman: Ye Xuanping (Chinese mainland); Dai Bingguo (Chinese mainland); Chen Kuiyuan (Chinese mainland); Yang Bo (Chinese mainland); Honorary President: Lee Kuan Yew (Singapore), Tang Yu (Singapore), Xu Zhengdun (South Korea), Tikhvinskiy (Russia), Jao Tsung-I (Hong Kong).

 

The fifth Congress of the International Confucian Association has 143 advisors, 314 council members, 51 member organizations and 525 individual members across 50 countries and regions of the world.

 

Since its founding 20 years ago, the ICA has been carrying out the study and dissemination of Confucian thought, all the while promoting the practical use of Confucianism together with Confucian societies, scholars and professionals worldwide. With its growing influence, the ICA has become an established international academic authority. The International Conference in Commemorating the Anniversary of Confucius’ Birth, co-hosted by the ICA, UNESCO and other institutions every five years, has become a symbolic gathering in the international Confucian community.

 

Since the founding of the ICA, the Chinese government has paid close attention to and offered strong support for its work.

 

On Oct.5, 1994, the founding conference of the ICA was convened at the Great Hall of the People in Beijing. Jiang Zemin, the then General Secretary the CPC Central Committee and Chairman of China met and had photos taken with the representatives at the conference. Li Ruihuan, the then member of the Political Bureau of the CPC Central Committee and Chairman of the CPPCC, and Li Lanqing, the then member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council attended the conference and gave speeches.

 

From Oct.7 to 10 in 1999, the ICA convened the Second Council Meeting and Congress. Li Ruihuan, the then member of the Political Bureau of the CPC Central Committee and Chairman of the CPPCC met with some representatives and had photos taken with them. Luo Gan, the then member of the Political Bureau of the CPC Central Committee and State Councilor attended the opening ceremony.

 

From Oct.8 to 13, 2004, the International Conference in Commemorating the 2555th Anniversary of Confucius’ Birth and the 3rd Congress of the International Confucian Association was jointly held by the ICA, UNESCO and the China Confucius Foundation in Beijing. Jia Qinglin, the then member of the Political Bureau of the CPC Central Committee and Chairman of the CPPCC, met with the representatives and delivered a number of speeches.

 

On Sept.24, 2009, the International Conference in Commemorating the 2560th Anniversary of Confucius’ Birth and the 4th Congress of the International Confucian Association was jointly held the ICA, UNESCO and the China Confucius Foundation in Beijing. Jia Qinglin, the then member of the Political Bureau of the CPC Central Committee and Chairman of the CPPCC, met with the representatives and delivered a number of speeches.

 

On Sept.24, 2014, the International Conference in Commemorating the 2565th Anniversary of Confucius’ Birth and the 5th Congress of the International Confucian Association was jointly held by the ICA, UNESCO and the China Confucius Foundation in Beijing. Xi Jinping, General Secretary of the CPC Central Committee and Chinese President, met with ICA leaders, representatives and guests, attended the opening ceremony and delivered an important speech.

 

The ICA is willing to build all-dimensional academic ties with Confucian societies in all countries and regions of the world, strengthen friendly cooperation and jointly carry out activities for the study, dissemination, popularization and application of Confucianism. We will be unremitting in advocating the practical application of Confucianism for self-cultivation and the improvement of morality and spirituality, for fostering sound family and social virtues, for building stronger state governance, for promoting national and social harmony, and for building a strong platform of exchanges in international affairs for the common development of all countries.
